我這篇的上一篇已經有網友分別指出你這三點不可行。
其實我認為你說的某些點不是不可行,關鍵是民意在叫立法院修法的時候民意要想清楚要
魚或熊掌!
有人說比照危樓拆除。可是深究起來,有些公寓「結構上並不危險」(所以不是倒塌壓死
人)以致必須拆除,而是「管理」欠缺(所以發生火災),管理欠缺是因為住戶大多老殘
窮,付不起整棟在安全維持上所需的管理費。
如果想要「老殘窮人『不被燒死在沒有管理的半廢棄公寓中』」是有辦法,但是「衍生的
效應」民意要自己想清楚!然後立法院修法讓地方政府強制用更嚴格的標準對轄區內的半
廢棄公寓進行檢查,要求符合修法後的管理標準--更重要的是,檢查的結果想必不合格(
老殘窮人沒錢就是沒錢,政府公帑也不值得投入救窮的無底洞)。對不符合標準的公寓,
「為了使住戶『不被燒死在沒有管理的半廢棄公寓中』」,予以強制遷出,然後嚴密封閉
該公寓以免住戶去而復返。
然後對相關的檢查的確實與否,修法對主管此業務的各級公務員一旦檢查不實的刑事責任
,保證公務員不敢拿自己的鐵飯碗開玩笑。所以,大致可以推估半廢棄的公寓可能就沒有
住戶(半夜硬闖的遊民另當別論),沒有住戶,就不會發生「住戶被燒死在裡面」的結果
。
「衍生的效應」就是這些住戶(因為其他所謂條件更差的公寓也被封了)就流落街頭(如
果考慮他們不想住安養院的話)、在街邊露宿。換言之不是沒有方法將「被燒死」的風險
予以控制、降低,邏輯是轉換為其他生活風險,在一得一失之間看社會的民意接不接受新
的情況。
