I am contacting you in relation to your visa question in your recent correspondence with my colleague Teal Triggs.
I can confirm that an MRes is at the same academic level as the MA. Both of these courses are Level 7 on the National Qualifications Framework (NQF). In terms of applying for a Tier 4 visa, it is the case that students who will be applying to extend an existing Tier 4 visa in the UK (for previous study in the UK) must show academic progression. As both the MRes and MA are at NQF level 7, the MRes does not show automatic academic progression. However there is provision within the Tier 4 visa regulations
for students to study at the same level in certain circumstances. The Tier 4 Policy Guidance states the following;
'If your new course is at the same level as the previous course, it may exceptionally be considered to represent academic progression if the course is at degree level or above and your sponsor teaching the course is an HEI with Tier 4 Sponsor status and:
a. the new course is related to the previous course for which you were given Tier 4 leave (meaning that it is either connected to the previous course, part of the same subject group or involves deeper specialisation); or
b. your previous and new course combined, support your career aspirations.'
(Tier 4 Policy Guidance, page 23)
When issuing a Confirmation of Acceptance of Studies (CAS) the academic institution sponsoring the student can include a statement outlining that although the study is at the same level, it still constitutes academic progression.
If an individual is applying for a Tier 4 visa from outside of the UK, then there is no need to show academic progression as applications made outside of the UK are exempt from this requirements. Confirmation of this can be found on page 20, point B of the Tier 4 Policy Guidance.
