土地徵收對國家而言當然有其必要性
依法行政也完全沒有錯
政府這樣作確實站的住腳
抗議的民眾為群聚的個體
每個人都有不同的背景與各自的考量
對政府的施政與規畫不贊同也是情理中事
個人家中是北大特區的拆遷戶
把一些當時發生的問題跟大家分享
在正式徵收之前
部分人士已經透過關係了解了徵收的範圍與補償的條件
所以會有在徵收前大舉低價買地(尤其是河川地)的狀況
也有人提前了解了補償條件,比如說有裝修的補償費較高
所以就花一二十萬作簡單裝潢,徵收時就多領了二三百萬
比如說依照戶口人數計算補償
所以有人預先把親朋好友統統弄進來…
徵收本身沒問題,可是這些關係人士藉著徵收大賺一筆的行為…
至少是讓「一般的升斗小民」感到不平…
化約成流行用語就是官商勾結、圖利建商
在徵收後,第一個選項是領拆遷費
當然大家都希望能多拿一些,不敢說要能去買帝寶
那是不是能補償到可以買原住宅附近一般行情的房子?
是不是不用離開老家這個「區域」?
雖然原本的老屋外觀破舊、也沒有什麼公設、管理
但至少有足夠的「空間」能讓一家老小遮風避雨
一家六口原本住三十幾坪足以容身,如果補償費只能在附近買個不到二十坪的住處
這真的也讓人難以接受不是嗎?
搬到更便宜的區域?那工作呢?小朋友讀書呢?問題還是很多吧…
我想這是部分「老人」的想法吧…
第二個選項是要換房的
取得更新的房屋前,政府有補償租屋津貼與遷屋費用
問題是…安置住宅已經拖了多久…
從七十八年到現在101年了,安置住宅還沒有發包出去…
換屋的拆遷戶在外租屋都租了二十年了…
這些被延宕的時間、金錢都是沒有補償的
政府能夠對換屋的民眾提出時程嗎?
文林苑的新聞裡不也有住戶等著換屋遲遲等不到的例子?
或許這不是常態,但也不是沒發生過…
將心比心,您能對換屋的決定安心嗎?
還有補償下來的地坪當然會縮水,這樣金錢價值才相符沒錯
但在只有一間屋子可住的民眾來說
房屋不是拿來投資的…是拿來住的
我寧願在北大特區有間四十坪的房子讓一家人居住
也不願意拿這房子去換信義區一間「等值」的公廁用地…
憑良心說,對守著一間老屋、經濟能力不佳的住戶來說
土地徵收真的是逼死他們…
我想這是我在當年北大特區拆遷戶中看到的一些事情吧…
