高雄城中城「公益性跨區區段徵收」徵收方案,已獲8成土地所有權人支持!
高雄城中城大火釀災,市府第一時間進行救災,啟動緊急安置、社會救助及社工一對一陪
伴關懷。市長陳其邁於11月11日宣布,城中城大樓經3大公會聯合鑑定為危樓,須立即拆
除,市府將依法公告強制拆除,並提出「公益性跨區區段徵收」方案。
該方案將把城中城街廓改建為公園,視為鹽埕舊城區新生的起點;另以七賢國中舊校址東
側約1.2公頃土地,做為區段徵收抵價地及社會住宅基地,保障原住戶及所有權人的居住
權及財產權。
「公益性跨區區段徵收」方案,可以取得社會住宅用地,讓無房無地者可優先安置於新建
社宅、有房者可依重建造價,以一坪約11.4萬元領取救濟金。領取救濟金後,如無房屋者
,可入住社宅;而土地所有權人可選擇領取現金或配地於七賢國中舊址,充分保障相關權
益人的居住權及財產權。
高雄市副市長林欽榮今天指出,城中城大樓產權複雜,包含有房有地的土地及建物所有權
人共390人,地主約118人。地政局團隊自11月15日起,廣泛蒐集全數土地所有權人及建物
所有權人意見,由於所有權人住在高雄、台南、屏東縣等多地,地政局長陳冠福親自帶著
近60位人員,南北奔波、挨家挨戶拜訪說明。
林欽榮透露,訪談間,多數地主擔心土地徵收價款過低,遲未接受,地政局立刻委託不動
產估價師公會,由公正第三方指派3家不動產估價師事務所,進行土地鑑價,提送完整詳
細估價資料,快速回應地主潛在憂慮。
經過2周訪查,目前已回收324位意願調查表,回收率高達83%,區徵方案範圍內土地所有
權人共118人,同意區徵者95位,超過80%;若以土地面積統計,同意面積總計也超過80%
。
市府指出,將透過都市計畫變更,將城中城現址變更為鄰里公園,面臨城中城大樓周邊第
一排建築物,也一併進行牆面整建維護更新,蛻變為鹽埕舊市區新生的起點。
至於愛河對岸的七賢國中舊校址,規劃為區段徵收抵價地配地及社會住宅基地。市府將與
國家住宅及都市更新中心合作,興建600戶社會住宅,優先供城中城大樓無房屋所有權的
住戶租住。

但即便教訓近在眼前,聽說城中城對面的大樓還是搞不定管委會的問題
