基於居住正義的考量,高雄21日公布囤房稅方案,非自住4戶,一律適用3.6%稅率,3戶
以下則是2.4%,在未調整之前,高雄非自住稅率都是1.5%,高雄市政府將把房屋稅徵收
自治條例修正草案,送請議會審議,預計2022年7月1日施行。
高雄市長陳其邁21日表示,為了落實居住正義、兼顧租稅公平,希望透過提高多屋者房屋
持有成本,遏止炒房投機行為,此次針對「高雄市房屋稅徵收自治條例」修法後,所增加
稅收,將用於擴大辦理市民租金補貼,提供市民租屋協助。陳其邁指出,執行囤房稅所增
加的稅收大概有3億元,將全部移為做青年租金補貼,同時,高雄規劃興建社會住宅
10,500戶,希望4~5年內完成,捷運住宅興建的地點,也考慮整個區域的均衡,目前推動
的三棟包括亞灣、岡山與大寮,都在捷運站附近。
高雄財政局長陳勇勝表示,市府21日預告修正「高雄市房屋稅徵收自治條例第四條、第十
三條」草案,針對高雄市非自住用房屋,按差別稅率,課徵房屋稅,也就是所謂的「囤房
稅」機制。陳勇勝指出,高雄市房屋稅徵收自治條例的修正重點包括,高雄市非自住房屋
稅率,由現行單一稅率1.5%,調整為對房屋所有權人,依持有戶數,訂定差別稅率,持
有3戶以下,每戶按2.4%課徵,4戶以上,每戶按3.6%課徵。
至於公有房屋供住家使用、勞工宿舍、BOT公立學校學生宿舍、公同共有房屋、繼承取得
的分別共有房屋、起造人待銷售房屋、社會住宅、包租代管的租賃住宅,及非營業用停車
場房屋等非屬囤房性質房屋,另訂徵收率為1.5%。
