高市資產活化 2地上權開發案進帳5.9億權利金

標者取得基地70年地上權開發權利,每年需繳交土地租金,並於土地設定地上權屆滿後歸

標者取得70年地上權,業者除要逐年繳付土地租金,並要在3年內繳交共5.9億元權利金給
市府。
去年以來,高雄市房地產不斷加溫,尤其地政局辦理開發區土地標售,出現建商及投資商
搶標的情形,土地標售價格走揚,建案接二連三推出;如今連設定地上權的非公用土地也
成為熱門標的。
財政局指出,2件市有地設定地上權招商案順利脫標,代表企業界看好未來高雄產業發展
的前景。
財政局於去年11月公告招標「前金區新田路、自強三路口商業區」及「前金區舊圖書總館
市有地」設定地上權開發案,兩案吸引多家通路、餐飲及壽險等業者關注,今天開標結果
,得標業者是全聯實業公司及新光人壽保險得標,業者取得基地70年地上權開發權利。
前金區新田路、自強三路口商業區基地面積約469坪,土地為第四種商業區,鄰近大立百
貨、漢神百貨商圈,還鄰近捷運紅線及臨港輕軌,交通便利、商業機能完整,業者決標權
利金是2億6200萬元,權利金溢價率30.35%。
舊圖書總館坐落前金區中央公園斜對面,位於60米民生二路林蔭大道上,地形方整,面積
約556坪,為第五種商業區土地,鄰近新崛江商圈,離捷運紅線中央公園站及捷運橘線市
議會站都只有數百公尺;交通便捷是土地的優勢,尤其有中央公園完善的休憩空間,更加
值土地價值。這處開發案決標權利金是3億288萬元,權利金溢價率12.60%。
財政局估算,兩處開發基地投資者要依規定,每年繳交154萬及216萬元的土地租金,投資
者於土地設定地上權屆滿後歸回土地使用權。
