剛剛我去google以及太傻爬文
發現有幾位中國人的不同意見
主要是將焦點放在所謂的H.E.I.(Higher Education Institution)上面
如果你申請的是HEI學校，並給了你un-conditional offer
但你的語言條件卻沒達到UKBA的標準
HEI可以幫你做擔保！
我搜尋了HEI的名單，但我不確定是不是這個

擷取裡面關於4/21後發給CAS，並欲就讀的是碩士以上學歷的部分：
If your CAS was assigned to you on or after 21 April 2011, your education
provider must ensure that:
●you are competent in English language at a minimum of CEFR level B2, if you
will be enrolling on a course at NQF 6/QCF 6/SCQF 9 or above (unless you are
a gifted student studying at a higher education institution - see below); or
大意是，如果你要來英國就讀碩士以上學歷，你的英文要達到B2，除非你是HEI裡
的gifted student。
網頁最底下再細述了所謂"gifted student"的規定：
If you will be enrolling on a course at NQF 6/QCF 6/SCQF 9 or above at a UK
higher education institution (university), which considers you to be a
'gifted student', you do not need to meet the English language requirement.
The university's academic registrar must personally authorise the issue of
your CAS to you. The CAS must confirm that the academic registrar has
approved the waiving of the English language requirement. The university will
also give you a letter confirming this. If you are applying from overseas,
you should ensure that you have the letter with you when you enter the UK.
大意是，如果你是HEI裡的gifted student，就不受B2的規定限制。但是，你必須要由
有權力發給CAS的註冊人員給你CAS，並註明你可以不受B2限制，學校也得給你一個可
信的證明，當你入境英國時，必須持這份證明入境。

所以，接下來是我目前看到的二派說法
1.悲觀看法：HEI懶得理你！

因為HEI要幫你擔保你的英語能力足以在英國就讀，他因此有可能要幫你做學校的
內部測驗，因為太麻煩，所以HEI不會幫你。
(所以我們可以發現有學校把原本的un-con降成con)
2.樂觀看法：今年是過渡時期，發簽證不會那麼刁難。

既然一開始HEI學校給你un-con，那就代表它審核過你的英語能力了
如果學校仍順利發給你CAS，那就已經是一種擔保，發簽證的還會看你是不是抱著
非法念頭去就讀才會給予簽證。
(所以拿到HEI的CAS就代表沒問題)

所以，我的結論是，先去跟學校交涉吧，只要你要去念的學校是還不錯的學校
就看學校怎麼做~~~~~
但，這只是我目前自以為是的理解！
