請問「親屬關係證明書」是適用於台灣人嗎 - 留學

各位板友好，我正在申請10月的日本某大學的短期交換

其中有一個是要財力證明，而財力證明又分成 1.獎學金 2.自費 3.家庭成員出資

規定如果你是 Chinese citizens 又有選 3.家庭成員出資 的話，要出示一份文件叫做

「Notarial Certificate of Relationship」（親屬關係公證書，我自己翻的）

想請問大家，這個 Chinese citizens 到底是適用於中國大陸嗎？還是包含台灣呢？

台灣的話是要出示戶口名簿還是？
