規畫6480戶社宅 台南落實居住正義
台南市政府為落實「居住正義」、「希望家園」施政理念,透過多元化方式取得土地後,與民間共同興建社會住宅,迄今不僅規畫6480戶的社會住宅,全市首棟自建社宅在市長黃偉哲任內動工興建,希望提供青年及弱勢族群可負擔的優質居住空間。
市府指出,截至2022年6月,透過市府興建、市府公辦都更取得、國家住宅及都市更新中心興建等方式,合計規畫6480戶社宅;其中,2021年已動土1178戶,今年將再動土1554戶,預計2024年起將陸續完工。
市府表示,近年還配合公辦都更,推動活化老舊眷村及閒置營區土地資產政策,辦理多處營眷改土地都更先期規畫及招商開發案,除協助國防部活化營眷改土地資產、挹注國庫收入,還可藉民間投資建設,帶動地區發展。
黃偉哲認為,透過公辦都更不僅可以取得土地並開闢公共設施,還可利用都更容積獎勵取得1379戶社宅,增加台南市社宅的供給量,並達到國防部、市府、投資者與市民多方共贏效益。
市府還說,目前完成公辦都更招商的營眷改基地,包括永康精忠二村、仁德二空新村AB區、東區平實營區一、二期及北區中興新城等案;目前正推動中的案件,還有南區大鵬五村、北區自強新村、九六新村等,預計2022年底前全數完成招商。
另外,市府已在北區小東路北側興建社宅379戶,加上國都中心興建的東區新都心段、南區鹽埕段、新市新北段及永康東橋八街、東橋七路等案,合計4722戶;後續還有安平、南區、安南、永康等基地正持續規畫中。
市府強調,市府配合中央住宅政策積極推動多項住宅業務,並透過直接興建及都更容積獎勵取得社宅,目的是希望達到穩定住宅市場供需平衡,以及安定民眾居住權益,進而落實居住正義。
