疑似侵佔公有土地該如何舉發? - 回收

不知道可以在這版問嗎? 如有不妥請多包涵
小弟住的地方後面緊鄰一條大水溝，後面的住戶利用水溝上加蓋來停車和做個人私用
且態度惡劣囂張，不準外車停在旁邊的柏油路上，常常看到有人的機車就被惡意推倒
刮到牆，資源回收常發生擾人的噪音，已經有其他住戶反應，依然故我。
不知道該向那個單位檢舉 ? 另外還需要提出其他的証據嗎? 以下附上圖片數張。
