疫情延燒,高雄瑞豐夜市管委會表示,地主不降租,不堪一個月3千萬元虧損,將在下月
底熄燈,扔出夜市倒閉的震撼彈,儘管事後澄清是「預想最壞狀況」,但《蘋果新聞網》
調查,身為最大二房東的管委會,早就收足業績最慘澹的5、6月租金,「不堪虧損」也還
未發生,先將歇業消息曝光,是因為搞不定地主降租,想透過高市府出面協調,歇業只是
以退為進的一種手段。
最大二房東、瑞豐夜市管理顧問有限公司業務經理陳秝敏告訴《蘋果》,夜市管理者為3
大場主,以公司模式營運,他們向不同地主承租土地後,轉租給各個攤商。
以該公司為例,接觸10餘位不同大地主,「每天要繳100萬租金給地主,每月3千萬元,再
向攤商收租22天,但這個月因為疫情關係停業,公司打算在下一期7~9月,減免續租攤商
一個月的租金,她強調,「光租金就虧了3000萬」,財務已達臨界點,預設最壞狀況是,
地主不減租、攤商不續租,只能歇業止血。
雖然管委會將歇業矛頭指向地主,但《蘋果》採訪多名攤商說法,發現場主早就收足業績
最慘澹的5、6月租金,管委會所指的「不堪虧損」,根本還沒有發生,先將歇業消息曝光
,恐怕是以退為進,請求高市府出面,協調地主減租。
瑞豐夜市租金是一次繳足3個月,攤商們早就繳清4~6月租金,而管委會提出的降租,限制
是7~9月繼續擺攤的攤商,此前退租的攤商,損失只能認賠。
瑞豐夜市的租金結構環環相扣,收租的人一層又一層,就算地主配合、場主(二房東)也
同意,還有些攤商是向三房東、四房東承租攤位,知情人士透露,「如果他們不願意,那
也沒用。」何況有些房東在疫情爆發後隨即蒸發,聯絡不到人,連減租都沒得談。
蘋果》調查,瑞豐夜市的地主多是繼承而來,如家族的兄弟姊妹共同繼承父親所留下來的
土地,因此一塊地多人持份,粗估超過20人,甚至連高雄市政府也是地主之一,擁有夜市
內的小部分道路用地,只是沒有收租金。
若以管委會月繳3千萬租金、均分給10名地主試算,每人月入近300萬元,收益相當龐大,
但還要再分給家族其他持有者,也因此在談降租時特別難纏。
知情人士透露,有些地主願意共體時艱將租金打8折,但也有地主完全不降租,其中有一
塊土地由二名家族長輩主導,不僅不降租,還酸「這塊地已經租給你了,疫情也是你的事
!」讓人為之氣結。
而瑞豐夜市自上月17日起自主性停業,原先預計在5月底重新開業,後來全台進入第三級
警戒,延長停業至端午節後,但早在上周四(10日),萬國牛排就率先復業,該店戴姓業
者表示,「做老闆的賺多賺少沒關係,但員工快撐不下去了」,所以他第一個跳出來做。
所以,迄今唯一有實際損失的,是上月17日停業到現在的攤商,租金已繳,收入歸零,只
能咬牙苦撐。
而管委會順勢在隔天宣布全面恢復正常營運,但《蘋果》直擊,當天僅約15個攤商營業,
現場沒有人潮,「攤商比客人多」,夜市還是難以擺脫昏暗冷清的局面。
「能在夜市生存的絕對有兩把刷子,」不具名攤商告訴記者,場主還未減租,也沒有實際
損失,喊瑞豐夜市熄燈,是希望引發外界關注,讓政府的力量介入,給地主壓力以達到減
租目的,「講再多場面話,事實上他們(指場主、三房東們)層層剝削第一線的攤商,讓
我們不得不低頭,只能繼續做。」
高雄市經發局長廖泰翔表示,瑞豐夜市已成為北高雄最具代表性的觀光夜市,最近有透過
夜市管委會聯繫到近20位地主,希望協助商量減租,並協助做夜市和市場的外送服務,也
會在夜市復業之後,協助防疫,讓辛苦的攤商能度過難關。(林佩萱/高雄報導)
