新北地檢署偵辦明師中醫聯合診所詐領健保費案，今日偵結，檢方認為「老師」李一宏
等4名負責人為衝醫生看診人數，要求所屬上百名員工假刷健保卡詐領健保費，甚至還
做出功課表「按表刷卡」2年多來詐得8百多萬元，涉案被告173人。檢方依詐欺等罪嫌，
將李一宏等113人起訴，54人因認罪獲緩起訴，另有7人偵辦中。
此案是中央健保局（已改制署）有史以來，單一案件詐騙金額最高、人數最多、犯罪
時間最長的案件。配合盜刷健保卡的7名非員工被告中，其一竟是前檢察官郭學廉律師，
他否認配合盜刷，並供稱自己都有親自去看病，但他的名字卻出現在診所製作的功課表
上，他也因否認犯罪而遭起訴。
檢方表示，明師中醫集團位於新北市中永和地區三家診所，涉嫌規定護士、掛號行政
人員等員工及其家屬，提供健保卡給診所，偽造就醫紀錄，詐領健保費。診所還排出
「功課表」，要求按表刷健保卡，近三年詐得8百多萬元健保費，至少有上百名「人頭
病人」輪流刷卡。
