斗六西平路左轉斗六聯絡道（大美） - 雲林

請問斗六往莿桐方向，西平路（台一丁線）與斗六聯絡道路口，以前這邊的號誌是綠色前行+右轉箭頭/紅燈+綠色左箭頭，所以會有車子在內側車道待轉，但是很久以前已經改成綠燈/紅燈+綠色左箭頭，可是我還是遇到很多次綠燈的時候，對向無來車，結果左側車還是待轉的狀況，想請問是有特別的規定嗎？還是一堆人習慣改不過來...
爬過文找不到答案，麻煩知道的人幫忙解答一下，感謝~~
