文法問題... - 英檢

小妹有個基本的問題，想不通，所以很害羞小聲地問著...

就是句子裡面只要有出現to+ Ving，我的判讀就會卡住...
to啥時是引出動詞的不定詞？還是身分是引導名詞性質的介係詞呢？


例如：

Obviously the extra charge is not a selling point, but it does overscore
Warehouse Equipment's commitment to deliverying your order on time.

是因為：
1.underscore to 會不會是個片語 phrasal verb?就像look forward to後面要加Ving

2.還是Commitment to delivering 是當一個名詞片語受詞？
就像網路文法查詢連結中所指的第三種情形

3.強調用法？it does(實在/著實)overscore(V)+(O)+to+Ving(名詞片語).....
若是強調用法，不用ing也可以嗎
