中和線開通縮短了雙北市的往返距離,加上不動產價格相對比北市便宜,吸引了眾多居住
人口移入,但中永和地區因地狹人稠,公共設施未能滿足快速的人口增長,呈現出過度飽
和發展的都市型態,尤其是捷運站周邊,因屬早期發展區域,多為高建蔽率的空間使用,
且巷道彎曲狹小,寬度不一又不連續,潛藏著許多都市防災及景觀問題。
根據新北市都更處規劃,該計畫針對捷運站周邊距離400公尺街廓內,排列不良、屋齡30
年以上的建築物及區內彎曲狹小的道路進行更新,都更劃定面積高達95公頃,相當於28.7
萬坪,其中3處位在頂溪站周邊,另3處分別在永安市場、景安及南勢角站旁。
私有地主比例高,是市府有待解決的課題,都更範圍中各捷運站周邊都有八至九成的私有
地主,如何說服民眾參與公辦都更,避免產生釘子戶或衍生其他抗爭,是該方案通過內政
部審議後,最棘手的問題。
住永和的陳先生認為,捷運站旁新建案林立,且牽涉到廣大地主權益,順利都更的可能性
微乎其微,而且中永和的交通已經夠亂了,希望政府別再來拆屋攪局。
