捲土重來!北宜直鐵4月敲定路線
北宜直線鐵路計畫捲土重來,交通部鐵工局昨天召開路線評選會議,二條規畫路線中,傾
向採取「南港—大溪」直線鐵路搭配「大溪—頭城」舊路線方案,預計四月敲定路線,明
年二月送環評審查,朝二○一六年動工為目標。
台北至宜蘭間鐵路彎曲耗時,自強號單程需六十五分鐘,國道五號後年容量達到飽和。交
通部為紓解交通瓶頸,重啟北宜直鐵計畫。
鐵工局現擬二方案,路線都是「南港─頭城」。「方案一」近國五,從南港穿越翡翠水庫
集水區至頭城,總長卅二點八公里,工程經費五百零六億元,行駛時間縮短至卅七分鐘。
「方案二」從南港經平溪、雙溪到宜蘭大溪,再接舊鐵道至頭城,在烏石港增設簡易站,
總長卅五點八公里,經費四百八十億元,行駛時間四十七分鐘。約可縮短廿至卅分鐘車程
。
但不論是方案一或方案二,都會穿越雪山山脈,方案一更切穿翡翠水庫。鐵工局長周永暉
說,會避免與環境敏感帶衝突,審慎選擇環保與交通兼顧的選項。
新北市交通局副局長鍾鳴時說,北宜直鐵能強化東部運輸,創造經濟效益,並不反對;但
也憂心蓋新鐵道衝擊舊路線,導致東北角沒落,要求維持舊線服務水準不打折。
翡翠水庫管理局局長劉銘龍說,興建國五時,對水庫的傷害花七年才復原,北宜直鐵工程
恐造成十五年水質黑暗期;且當前國家財政吃緊,是否有必要花五百億元只為了省卅餘分
鐘?
劉銘龍認為,在「方案一」與「方案二」間,是不是應該有「方案零」(不要開發)的思
考?
