建築業缺工,引發的連鎖反應讓營建業傷透腦筋,不少建商認為,政府再不鬆綁法令開放
移工替補人力,營建業的危機可能連環爆。
營建業含模板、鋼筋、水電、大理石、室內裝修等數百工種,工人普遍高齡,加上一例一
休施行後,相關行業大多周休二日無法配合,工班到周日幾乎只能停擺,無法趕工。
歐美建設董事長卓永富表示,以往蓋一層樓,板模工程約需十二到十四天,缺工後,延至
十八到廿五天才能完工。建案動工後,鋼筋、水電配管、澆注、消防等工序環環相扣,一
個工班延遲一天,總體工程可能就延上好幾天,期間有時連材料都叫不到。最近的建案幾
乎都無法如期完工,預售期拉長,每坪成本至少增加兩萬元。
「大半年來營建工程完全延宕」,台灣省不動產開發商業同業公會聯合會理事長黃啟倫無
奈說,工班要十個人,卻只來兩個,每個建案的進度至少延後半年。
黃啟倫大嘆,鋼筋一個月漲三、四成,模板一年漲了五成以上,土地更不只漲了三成,整
體建築成本至少漲三成。兩、三年前有些預售期賣得嚇嚇叫的建案,受缺工問題連動影響
甚至賠本。已經在蓋的建案,現在多不敢簽完工期限,怕一閃失就違約。
營建業大缺工,導致工期拉長,成本墊高,義联集團亦是苦主。集團創辦人林義守嘆斥資
三百七十億規畫建造的「義享天地」,A館因缺工緣故延宕近兩年才完工,營造成本增加
十幾億。
「缺工真的非常嚴重」高雄市不動產開發公會理事長黃炯輝說,建築業反映多年,希望政
府鬆綁法令開放移工替補人力,仍無下文。黃炯輝指業界理解政府保護本國勞工工作權的
考量,問題是年輕人不願投入,無工可用。
依現行規定,百億以上的公共工程才能專案申請移工,但民間哪有一百億的案子?他無奈
地說,政府面對營建業缺工採取的是「鋸箭療法」,眼不見為淨。
