大林蒲遷村 陳其邁:只要環境好 房價自然漲

。居民希望政府從優補助,不要讓居民沒錢還要蓋房,廟宇、農地等問題也要處理。陳其
邁允諾協助蓋房、解決問題,也向中央爭取更多補助。
上午座談會里長、居民踴躍發言,有人說遷村一則喜、一則憂,低收入沒錢,政府應把房
蓋好,減輕居民負擔,另當地宗祠也數百年了,也要比照辦理。
有居民說,大林蒲多透天,但在當地住透天,到外地變畸零地坪數不夠,變住大樓。蓋厝
給補償,但還要自己蓋,不是每人都有錢蓋厝,另沒厝沒地的人是弱勢也應安置。
有居民質疑已開過10多場說明會,但到連看到計畫書都沒有,應先讓大家知道計畫書再來
說明會,也要讓居民遷村沒負債而有房住,否則遷村幹嘛?也有人不滿長年空汙,揚言國
賠。也有人說有人住久不想遷,但也有人想早點遷,希望市府可以讓想走的人先走。
大林蒲地區遷村權益促進會反映,請高雄8位立委在立法院提案「大林蒲遷村專法專案」
,以專案特別條例及特別法處理;遷村案脫鉤並優先於「綠能經濟循環園區」,因為一案
歸一案,不管園區報編進度如何,遷村都要如期2023年完成;居民不同意只有建地(商住
)一坪換一坪,同戶的建地、農地、旱地應總和為一筆,坪數如實一坪換一坪。
陳其邁說,畸零地如果17坪,建屋要20坪,差3坪,市府以土地取得成本價賣給民眾,如
果土地市價30萬,市府取得成本15萬,「你蓋房子要多的坪數,我拿到成本價15萬給你」
,以後賣市價也賺,若沒錢,會請高雄銀行協助貸款。
另廟宇、宗祠問題,陳其邁說,他會跟中央爭取經費,把廟、信仰中心補償處理好。他並
表示,只要環境好、房價自然漲,否則繼續住大林蒲也不會漲價,遷村後的價格較好,居
民又能成本價取得,未來鄰居繼續相依,也會維持盡量原里,讓里長繼續為民眾服務,政
府也會兼顧托育、長照等設施。
對於沒厝沒財產但在大林蒲生活的人,陳其邁承諾蓋社會住宅安置,租金便宜,低收等弱
勢租金還能減免。至於農地,陳其邁也允諾會找農地給大家,並跟中央爭取最好補償。
陳其邁說,今天是先把原則講清楚,也聽收集大家意見回來處理,他很有誠意處理,會顧
及大多數人權益,讓居民開心搬家。陳其邁誠意十足的發言,獲得不少居民鼓掌,現場原
來略顯鼓譟的氣氛也緩和不少。立委賴瑞隆也承諾會幫忙爭取中央補助。王美花也表示會
支持市府。
