基隆市政府建置中的「1999」市民熱線作業流程昨天定案,市民熱線在今年4、5月間啟用
後,接獲民眾反映道路有坑洞、交通號誌故障或公廁、水溝髒亂等問題,市府權責單位都
要在4小時之內派人前往處理。
市務會議昨天討論研考處擬訂的「1999市民熱線作業流程」。研考處長李國商說,市民熱
線話務中心委外辦理,日後話務人員接到民眾來電後,會依民眾的需求,提供轉接、諮詢
、陳情轉報和派工服務。
作業流程規定,市府工務處接獲道路有坑洞通報後,要派人在4小時內完成現場警示措施
;若是交通號誌故障,交旅處人員要在4小時內到場處置;至於水溝淤積發臭、公廁衛生
欠佳和路面有油汙或路旁形成「垃圾點」,環保局人員也要在4小時之內到場處理。
七堵區長趙明華說,台北市和新北市政府「1999」市民熱線開通之後,很多事務也是規定
要在4小時之內處理,造成公務人員工作壓力大幅提高,請調到外縣市的人變多。基隆市
「1999」開辦在即,可以預見工作會更辛苦,建議研考處用辦理講習等方式,提醒公務人
員身心都要做好準備。
人事處長張建豐說,「1999市民熱線」成敗的關鍵在列管追蹤是否落實,建議研考處到台
北市政府考察,才能有效提高服務水準。
