1. 現在高乘載要坐滿三人，改成坐買四人 或五人
在高乘載時段 勢必雍塞情況會改善
2. 連假時段 一公里收費10元
(設籍宜蘭縣民原價，才不會被批影響宜蘭人通行權)
現在ETAG很方便，可以做到這一點
3. 開放出隧道前的三公里 可以變換車道(一定被罵翻，危險之類)
(國三木柵交流道前的隧道，要出隧道前 也可變換車道)
其他。。。。。 想不到了，就繼續塞
往後兩三年 一定塞車日益嚴重
蘇花改 一通車 會更慘
