台南住宅建照「爆量」…供過於求?專家警示:超額供給隱憂

好房網News記者林和謙/台北報導 去(2020)年至今的房地產熱潮,反映在全國2020
年住宅建照核發量達16萬戶,創多年來新高;而今年持續房市熱,永慶房產集團統計,
2021年1~10月全台建照13.74萬戶,創16年來新高,比2020年成長6%,未來新增供給量大
,恐有供過於求的疑慮。而台南市也被點名住宅供給恐「供過於求」,今年1~10月台南
建照核發戶數年增率破3成,是六都+新竹縣市中增幅最大。
台南市在南科議題、居住需求不小之下,加上諸多重劃區開發、建商搶地推案、外地投資
客進場哄抬,連帶推升房價高漲;永慶房產集團統計顯示,今年第4季七大都會區房價與
今年第三季相比都上漲,其中台南、高雄漲幅都在6%以上是最多。

此外,今年第四季房價與去年同期相比,新竹縣市、台南、高雄年度累計漲幅已超過二成
最多,而台南市又以28.6%在七都中居冠;2019-2020年這兩年七都房價雖緩漲,但2021年
房價飆漲兇猛,台南市在2019-2021年房價飆漲達四成,漲勢居七都前段班,非常驚人。
永慶房產集團業務總經理葉凌棋指出,購屋需求持續增溫,讓七大都會區房價上漲,從建
照核發量觀察也可看出端倪,台南市今年1~10月建照核發戶數共1.5萬多戶、年增率高達
31%,是七都中增幅最多。他表示,以今年前10月建照量推估,2021年台南市全年建照約
1.82萬戶,創下內政部統計以來新高紀錄,台南以往每年基期都不到1萬戶,直到2018年
才破1萬戶,今年建照量「爆量」,且台南人口約180多萬人、人口比高雄少,但建照數卻
比高雄多,未來恐有超額供給隱憂。
至於在供給恐過剩下,台南市房價是否可能會不漲反跌?葉凌棋分析說,以目前市況來看
,除非美國經濟出現重大危機,不然房價下滑應該不太可能發生在明年。
對於住宅超額供給問題,國立屏東大學不動產經營學系副教授楊宗憲指出,這兩年住宅建
照核發戶數相當多,看起來房市榮景很好,但有一些因素及情況不得不注意,未來2、3年
後將有更多新建住宅出現,屆時剛性買盤會這麼多嗎?加上投資買盤動能可不可支撐也要
觀察,還有少子化現象嚴重、人口紅利漸漸消失,後續可能有升息、貨幣政策調整的情況
,種種因素都可能讓新案賣壓很重,到時賣方市場恐怕會被翻轉。
