早上00Z的地面圖，高壓中心在河北，臺灣在邊緣，
受到東北季風影響，加上中央山脈阻擋，

高雄在背風面，風速微弱，近兩三天下雨近地面層還潮濕，晚上輻射冷卻下，
就凝結成輻射霧，導致能見度不佳
當太陽出來後，日照增溫下，霧氣轉為水汽迅速消散
就是一般局地的天氣現象
