亂丟垃圾如何檢舉 - 林口

我家在林口酒廠對面
在路邊某個點被丟了一堆垃圾，一包一包的
感覺就是懶的等垃圾車的人拿出來丟的
（諷刺的是那個點斜對面才貼紅色的牌子說此地丟垃圾要罰錢）
昨天晚上在垃圾車來之前我把那些垃圾整理乾淨打包
想說這樣別人就不會以為那是可以亂丟垃圾的垃圾堆
結果今天早上起來看又被丟一包....
這樣怎麼檢舉阿？
我根本不知道誰丟的，附近也沒監視器沒辦法拍到車牌號碼或是人
這樣讓人家隨便丟也不是辦法吧...
另外我覺得長庚這邊的環境很髒亂..
路邊隨邊看都有飲料杯..
