中華路某路口紅燈問題 - 台南

幾乎每天都會經過這個路口

但是這個紅燈幾乎沒有人在停
都直接闖紅燈到前方大路口停等
Ｑ1.想請教鄉民這個路口到底要不要停紅燈？
每次我自己在那邊等都很怕被後方撞上以及很突兀
Q2.這條路的路肩我有注意也是15cm
因前幾天新聞有人被檢舉騎在15cm的路肩線外拍照罰款
那照片中這條路是否也是符合上述的違規？
