這篇大意是很久"以前"有一個國王要幫他的3個女兒想她們的結婚計劃

其中有一個句子是

When it (come)_________ time for the three daughters to marry,

the king (announce)________ his plan.

答案是came 和 announced

但是如果我寫成

When it _came_ time for the three daughters to marry,

the king _was announcing_ his plan.

因為我想成當他的三個女兒達到適婚年齡的那段期間內的一點

他宣佈了他的計畫

請問這樣子解讀有錯嗎~還是有別的方法來判定要用那種?
