請問一下 今天VOA新聞當中的某句話用了if這個字

但是我嘗試拆解後 發現文法似乎錯誤?

華府與同盟國多番考慮後達成協議 如果伊朗拒絕揭露其核武資訊

根據其協議將對伊朗進行新一波的制裁。


我原本覺得改成if is fails to fully disclose its suspected nuclear program,

the allies "will" contemplate......才合乎文法

但後來又覺得不該這樣 因為華府已經考慮了 而不是未來才會考慮

這段文章該怎麼解釋才合乎文法呢?
