請問在TPO22回的lecture1這題為什麼不能選A?

Q10. Why does the professor mention upper, middle, and lower classes?

●To further describe the organization of states


我的想法是在說到upper, middle, and lower classes之前，
內容說到need legal codes，所以hierarchy forms，
接下來就講upper, middle, and lower classes
所以目的為解釋為什麼legal codes要發展，
這樣的邏輯是錯的嗎?
