research proposal字數 - 留學

在online application system裡的proposal requirement, 他說
"XXXX requires a c.1000 word proposal, setting out the proposed research
topic, research questions, and methodology. ..."

不知道有沒有人知道c. 1000 word是什麼意思呢？
是大約1000字？1000字以上？還是1000字以內？
我查了系所的網站，但它隻字未提...
