先說好 我不是托福強者 也不是英文神人
但我想分享一些想法：

1. GMAT 以前是由 ETS 舉辦的
雖然說字典的確允許 considered + as
但在 GMAT 修辭來說這是絕對錯誤的
(連 to be 都不可以加)
所以如果以 ETS 的觀念來看
應該不喜歡 considered + as

2. consider 有被認定的意思
perceive 是比較感覺的判斷
原題的這兩項東西 並不能說是相等的物品
應該是用 perceive 的邏輯比較正確

文意應該是說現今的大學文憑就像是高中文憑

同意樓上。以字義來看，perceive是被普遍認定為oo，

翻譯意思相近，但我查了一下劍橋字典，字意是不同的。
