收到Bath的回覆信 不知道是要不要給我offer - 留學

我剛剛收到Bath寄給我的信
from Msc in International Management

you have just the right background. However we cannot make you a formal
offer for a further 6-8 weeks until the final processes are undertaken
for our exciting new programme.

A formal offer will be sent to you shortly with the following conditions

You provide evidence of your English langauge ability with either IELT's
or TOEFL to our required standard.

這樣是說只差沒有正式公文嗎?
還是說要我提供ielts成績的證明給他們??
請大家幫我解惑一下....
